BALTIMORE —

Many questions remain despite the Baltimore County Council voting Monday night against confirming inspector general nominee Khadija Walker .

The hardest question to answer is why interim Baltimore County Executive Kathy Klausmeier wanted to explore a change in the first place. Neither she nor anyone in her office or administration will address the question.

In a statement Monday night, Klausmeier left her reasoning open to interpretation. Klausmeier expressed disappointment in the council's decision, and said she will leave a future appointment or reappointment to the next executive and County Council.

Klausmeier's statement said Kelly Madigan will remain in the position throughout the process.
