Care Quality Commission (CQC) civil servants are being offered three and a half hour long “ carbon literacy ” seminars during working hours, with the promise of a “ carbon literacy certification ” on offer for those who manage to sit through the whole thing. You get the certificate just for showing up. There is no test.

An internal memo outlines the benefits of the training:

“Carbon Literacy certification can help us all make a tangible difference. The workshops will help you:

• Understand the science and impacts of climate change, and recognise which actions have the biggest carbon savings.

• Find out how to independently outline and deliver at least two meaningful carbon-reduction actions, keeping you accountable long after the workshop ends.
