PHOENIX (AZFamily) — Troopers issued dozens of citations during HOV lane enforcement operations along Phoenix-area freeways this week, which included a couple of cases of fake passengers.

On Wednesday, troopers with the Arizona Department of Public Safety’s Motors Unit looked for drivers violating HOV lane laws on the Loop 101 and State Route 51. Two traffic stops stood out, including one driver with a “creepy doll” in the front passenger seat, while another was traveling with a mannequin wearing a hoodie.

In total, there were 62 stops along the 101 with 48 citations issued. On SR 51, 35 citations were issued out of 40 traffic stops.
