Christopher Balter was the planning and development services director for Indian River County before his Aug. 7 resignation.

He is being charged with the sale or distribution of a controlled substance in relation to his grandfather's death in February.

He also is charged with forging a quit-claim deed prior to his grandfather's death, which transferred the ownership of his house to him.
