On July 15, a 31-year-old international student at Chico State University was assaulted by four juveniles, including the 13-year-old defendant, according to the district attorney.

As the victim walked through the university campus from the grocery store, the group of juveniles threw rocks at the victim while yelling racial slurs and racially charged comments, the district attorney said.

The district attorney also reported that despite the victim trying to flee the scene, two of the juveniles followed him and eventually used a tree branch to beat the victim. The district attor
