DULUTH — The St. Louis County Depot building is operating "on borrowed time," with crucial and outdated mechanical systems that must be overhauled, according to its director, Mary Tennis.

The St. Louis County Board of Commissioners will hold a hearing Tuesday at 10:08 a.m. in the St. Louis County Courthouse to take public comment on a proposal to finance capital improvements at the Depot by taking on debt through the issuance of bonds.
County officials have repeatedly sought help from the state in recent years. But those efforts mostly have come up short.
