An Allentown City Hall employee charged with planting a noose on her desk and staging a false hate crime has entered a program for first-time offenders, authorities said.

Lehigh County District Attorney Gavin Holihan announced Thursday afternoon 42-year-old LaTarsha Brown of the 600 block of North Randolph Street in the city was granted access into the Accelerated Rehabilitative Disposition Program (ARD).

Brown on Thursday was ordered by Lehigh County Common Pleas Judge Anna-Kristie M. Marks to remain in the program for a maximum term of two years, as well as pay $1,985 to state police for DNA testing and court costs.

If the program is successfully completed and Brown pays all the fees and costs ordered by the judge, her charges of misdemeanor making false reports to law enforcement
