The NIH has released its proposal for capping open-access publishing fees, after announcing plans to limit these costs last month.
The proposal outlines five different strategies for doing so, and asks for public comment , which will be accepted until Sept. 15.
"[J]ournals with large publishing fees can lead awardees to pay unreasonably high fees from their NIH awards that lessen the funds available for conducting research and which burden American taxpayers," the request for information , which was published July 30, stated.
NIH said it conducted two analyses to better understand article processing charges (APCs). One analysis calculated average APCs from publicly available data from the Directory of Open Access Journals.
