Mayor Brandon Johnson’s plan to install newly-retired City Council dean Walter Burnett as CEO of the Chicago Housing Authority has hit a snag that may require a federal waiver to avoid a potential conflict of interest.

Burnett said he’s been told by several CHA board members that a revolving door provision of federal regulations may force elected officials who voted on CHA-related matters at other government bodies to wait one year before shifting to the CHA.

During a 30-year City Council tenure that ended as Zoning Committee chair, Burnett cast numerous votes on matters involving CHA land and properties, and other CHA matters.

A potential work-around would be for the Johnson administration to seek a waiver from the revolving door provision from President Donald Trump’s U.S. Department
