HARRISBURG — In a worsening state budget mess, Treasurer Stacy Garrity said her office continues to make payments tied to “health, safety and welfare” in Pennsylvania but is sitting on many others until the Legislature and Gov. Josh Shapiro agree on a spending plan.
Ms. Garrity described the unusual situation in an interview as her office — the steward of the state’s money — and millions of residents wait out an increasingly partisan budget disagreement. On Friday, it reached its 39th day.
