JEFFERSON — The suspense begins late Monday afternoon as the Ashtabula County Fair royalty candidates parade before the grandstands.

Hundreds of people packed the grandstands, waiting for the announcement and cheering the many different 4-H club floats, high school bands and twirling groups.
