Cleveland’s controversial crackdown on trash violations sparked a debate on Today in Ohio, with one view that enforcement is necessary to persuade residents to follow simple rules and the other that fines are an excessive punishment without proper warning.
“Cleveland has been laying down the law on this issue, but some council members are saying that the level of enforcement has perhaps gotten a little out of hand,” said Leila Atassi. “The city issued seven times more tickets this spring than it did a year earlier, hitting people for things like leaving a bin out too long, setting an extra bag on the curb, or putting a couch out for pickup.”
