A developer has lost a provincial tribunal battle over a plan for 264 homes at a former school site city planners argued was too dense for its east Hamilton neighbourhood.

The area surrounding the old Glen Echo Elementary School grounds, just west of Nash Road South, is earmarked for intensification, but growth in neighbourhoods should be nuanced, the Ontario Land Tribunal (OLT) ruling says.

Losani Homes’ plan for an eight-storey apartment building would make for a “sudden, large leap … as opposed to the gradual and incremental change” stipulated in local planning policy, Gwen Croser wrote in her decision.

“Intensification must represent good planning and not cause unacceptable impacts,” Croser asserted.
