The Fountain Square homeless camp is closed to new residents, but the city has softened its stance on how to handle those who remain.

While supporters say the city never should have ordered the camp to close without offering housing, critics say that recent weeks show a lack of leadership.

For months, Indianapolis officials maintained that a Fountain Square homeless camp wasn't enough of a public safety threat to force its closure. About two weeks ago they changed course , citing a shooting and hazardous conditions at the camp as the basis for a decision to shut it down by Aug. 11.

But after Aug. 11 came and went, at least nine people were seen at the camp along Leonard Street the following morning who apparently still lived there. A household of three said they were preparing to move
