Councils have been urged to allow generic items of clothing so they can be bought cheaply from a range of shops.
They have also been recommended to not use branded items which are only available from specialist shops.
They have also been told to make no separate uniform rules for boys and girls and to make uniform rules flexible for different religions.
The Greens also recommended that uniform costs are less than the Scottish Clothing Grant - which is £120 for primary school children and £150 for secondary school children.
