Mexico rejects U.S. military plan against cartels

Most states in Mexico are currently under a Level 2, or "exercise increased caution," travel advisory, according to the U.S. State Department.

But eight states in Mexico are under a Level 3 advisory, urging Americans to reconsider travel to some parts of the country.
