The Fountain City Council voted on Tuesday to pull its minority share in a water reservoir decades in the making.
"The juice doesn't equal the squeeze," said Councilmember Gordan Rick at the meeting.
The project, called the Haynes Creek Reservoir, would create storage east of Pueblo for six regional water stakeholders beholden to an agreement made in the early 2000s to keep a certain flow amount in the Arkansas River.
During periods of low volume, the existing agreement requires entities to stop drawing water from the river's tributaries. Fountain, along with Colorado Springs Utilities and four other water providers, formed an intergovernmental agreement in 2004 to explore options to store water downstream during times when water cannot be drawn farther upstream.
