Surely it can’t be that complicated. Every winter in Edmonton, it snows. (Some years a lot.) The snow clogs the streets. The city plows the snow. Edmontonians drive on the streets.
Or, at least, that’s how it’s supposed to work.

The city has had official snow-clearing plans for nearly 70 years. You would think by now there wouldn’t be much to rethink every winter. Sure, a tweak here, an adjustment there. For instance, which major roads in new subdivisions should get the same priority treatment as major roads in established neighbourhoods. Which new developments should be covered by seasonal snow route bans after heavy snowfalls? When to plow residential streets?
Stuff like that.
