SAN ANGELO, Texas (Concho Valley Homepage) — The State of Texas Game Wardens have reached a possible conclusion in a deer smuggling scheme, and a San Angelo man has been implicated at the top.
The investigation known as "Ghost Dear" implicated Bill Bowers, 55, on charges of felony tampering with government records. Bowers was the facility manager of the deer breeding facilities.
According to the Game Warden press release:
