NEW ORLEANS (WVUE) - Prosecutors say encrypted WhatsApp messages between Mayor LaToya Cantrell and former NOPD officer Jeffrey Vappie are key evidence in a years-long fraud and obstruction scheme alleged in a superseding federal indictment .
The filing claims the pair exchanged more than 15,000 messages, pictures, and audio clips in an eight-month period. Prosecutors say these communications were used to arrange private meetings, coordinate travel, avoid public detection, and, in some cases, intimidate subordinates and mislead investigators.
