Gov. Greg Abbott called a second special session on Friday, and lawmakers once again failed to make a quorum.

Meanwhile, some survivors of the Kerr County Flood said they feel like political pawns – caught in the middle of lawmakers' games – while they desperately need relief. The early-July flooding in Kerr County resulted in the deaths of over 100 people. Flood relief was among the other items on Abbott's agenda for the first special session. He has again added flood-related items to the second special session.

The second special session comes after the House Democrats’ nearly two-week-long quorum break prevented House Republicans from passing a new congressional map during the first special session. The new congressional map could help Republicans win
