PENN YAN, NY (WENY) -- At attorney in Yates County has been indicted on rape charges following an investigation dating back to September of 2024.

According to Steuben County District Attorney Brooks Baker, Thomas E. Plan of Penn Yan is charged with First and Third Degree Rape, following an indictment by a grand jury. Baker said he's been appointed the special prosecutor in the case.

Plan turned himself in to authorities Friday morning, and was arraigned in Yates County Court. Bail was set at $10,000.

Baker said Plan is a dual citizen of the United Kingdom and Germany, and has a green card in the U.S. He was ordered to surrender his passports.
