LANSING, Mich. — Michigan Governor Gretchen Whitmer signed three bills into law Friday amid one of the most sluggish legislative sessions in Michigan's history.

These three bills mark only the seventh, eighth and ninth pieces of legislation signed into law in 2025, a far cry from the usual dozens, if not hundreds, of new laws signed this far into the year.

The three bills aim to lower costs for small businesses and honor two service members who died in the line of duty.

House Bill 4403 expands an alternating proprietorship rule enjoyed by winemakers and beer brewers, to distillers for making spirits and mixed spirits. The bill amends the Liquor Control Code to allow two or more distillers to take turns using the same space and equipment to manufacture spirit and mixed spirit drinks.
