ON THIS DAY IN 1890 , the Brooklyn Daily Eagle reported, “Census Superintendent Porter stated today that, while he expected to be able to announce the rough count of the population of the entire country by the first of September, the statistics would not be in any condition then to form the basis of a reapportionment bill. The figures will all have to be revised and tabulated according to locality, and considerable time will be occupied in arranging the work so that Congress can act upon the results obtained. One reason for hurrying up the work of the population division is the fact that the work of other divisions depends entirely for its accuracy on the result of the count of the population and cannot be proceeded with until that count is completed.
