OAK HARBOR, Ohio — Vistra Corp.’s Davis-Besse nuclear plant remained offline Monday but entered what the U.S. Nuclear Regulatory Commission described as an “emergency situation” involving a monitor that measures neutron flux in the reactor.

Another effort at restarting the plant is expected to begin soon.

A letter dated Sunday from Ilka Berrios, acting chief of the NRC’s plant licensing branch, to Vistra’s Terry J. Brown states that the agency will allow the use of “alternative neutron instrumentation” during startup.

The situation will continue through the current operating cycle, which ends in March.

That is when the plant is to be taken out of service again for its normal refueling and maintenance.
