Cumberland police report arrests in failure to appear and assault cases

CUMBERLAND, MD – The Cumberland Police Department announced several arrests stemming from unrelated incidents, including a bench warrant for failure to appear in court and criminal summonses tied to an assault.

On August 18, officers arrested 35-year-old Lee Emanuel Phillip of Keyser, West Virginia, on an active bench warrant issued by Allegany County Circuit Court. The warrant alleged Phillip failed to appear for a hearing in October 2024 on a CDS possession charge. He was taken before a District Court Commissioner and remanded to the Allegany County Detention Center, where he is being held without bond.

That same day, police served criminal summonses on 27-year-old Darnell Louis Powell II and 34-year-old Joseph Ma
