MEMPHIS, Tenn. — Changes are coming to the city's 311 call center after citizens have expressed frustration over complaints not being quickly resolved.

311 refers to the three digits Memphis residents are supposed to call when they have complaints about potholes and trash. But many residents say they've experienced nothing but headache, from no answers to no action, and call tickets being closed with the problem not being resolved.

"The most grievous thing is knowing your ticket has been closed and nothing has been done and nothing has been resolved," City Council member Yolanda Cooper-Sutton said. "What it makes it look like is, we don't know what we're doing."
