BAKERSFIELD, Calif. (KGET) -- For the first time since Genesis Mata's death, allegedly at the hands of her parents, the 8-year-old's name was heard at the Kern County Board of Supervisors meeting.

Grieving families told story after story of what they call a failed child welfare system. All of it ending with a unanimous approval of an external review of the Child Protective Services department.

Just a little over two weeks after Genesis' death and learning that there was an open CPS case against her father, the department is now examining ways it can better handle child abuse reports, CPS cases, foster care, and everything in between. A review like this hasn't happened in the department since 2006.

"Genesis Mata did not die in vain, she's a voice crying out for other children right now,"
