What is a "Black Moon"?

According to livescience.com , there are two types of "Black Moons" that can happen.

The first kind of "Black Moon" is called a monthly Black Moon. This happens when there is a new moon near the beginning of the month and then another new moon in the same month. That second new moon is called a Black Moon, and this happens once every 29 months.
