Rutland developer cuts ribbon on new apartments downtown; challenges city to do better on housing

Before cutting the ribbon outside 24 Wales St., where she just finished renovating the former upper-floor offices spaces into apartments, Purcell offered brief remarks listing the lessons she learned completing her first development.
