SCHENECTADY — A Schenectady landlord who has faced allegations of animal abuse in the past has again found himself in trouble with the state’s Department of Agriculture and Markets for allegedly breeding and selling animals without the proper license, according to a new lawsuit.
Frank Popolizio and his real estate company, F. Pops’ Property Inc, were sued this week by the state agency for allegedly selling dozens of puppies over the past two years without the proper license out of a breeding facility, South Side Farm, located in the town of Worcester, Otsego County.
