Historic Neighborhoods Partnership, an alliance of Colorado Springs volunteer homeowners’ associations, is now four years old. It supports the efforts of neighborhoods to preserve their present character and maintain themselves as desirable urban places to live.
HNP began in 2021 with conversations between Monica Hobbs, of the Historic Uptown neighborhood, and Louise Conner, of Middle Shooks Run. Their purpose was to establish an organization to represent the interests of historic downtown-area neighborhoods in Colorado Springs.
An early issue was RetoolCOS, a comprehensive review of the zoning codes of Colorado Springs. Newspaper articles alerted Hobbs and Conner to the dangers of RetoolCOS to older neighborhoods.
