Clay County Jail, located 60 miles southwest of Indianapolis, has become one of the major ICE detention centers in Indiana and in the Midwest.

The partnership with ICE has become a lucrative revenue source for the small county 26,400 people.

Local officials said the partnership with ICE has kept them from raising taxes on residents. But immigrant advocates say it has separated breadwinners from their families.
