After years of complaints that it slowed innovation and buried programs in red tape, the Pentagon has officially scrapped the Joint Capabilities Integration and Development System (JCIDS) .

In an August 20 memo, Defense Secretary Pete Hegseth and Deputy Secretary Steve Feinberg announced the controversial framework is being replaced with a streamlined process designed to push new technology and weapons into the field faster.

The memo, titled “ Reforming the Joint Requirements Process to Accelerate Fielding of Warfighting Capabilities ”, outlines a new model meant to tighten alignment between requirements, resources, and budgeting—while drawing industry into the conversation earlier.
