BANGOR, Maine (WABI) - The Bangor City Council voted Monday to censure Councilor Joseph Leonard in response to comments he made during a budget workshop in May.

According to the agenda, Leonard made ‘inappropriate’ public remarks regarding a City personnel matter, which deprived a City employee of the right to have complaints conducted confidentially under state law, and acted outside the scope of his authority as a City Councilor.

The Bangor Daily News reported that the comments prompted Finance Director David Little to resign, which cost the city $100,000 in severance pay and fees related to the investigation.
