PORTSMOUTH — Work has begun on a major redevelopment project in what for decades had been a surface parking lot adjacent to the Sheraton Harborside Hotel, between the city’s downtown and its booming North End.

The entire site — which is bordered by Maplewood Avenue, along with Deer, Russell and Green streets — has been fenced off as crews with construction vehicles work there.
