San Jose city leaders on Tuesday could lower the speed limit on 23 stretches of roadway to make some of the most dangerous drives safer for drivers, bikers and pedestrians.

The city has been allowed to set speeds that its engineers deem safe for particular roadways rather than depending on a formula dictated by state law.

There are 23 areas where the speed limit could drop in the name of safety.
