An independent report is critical of the way the City of Kelowna oversaw three major capital projects.

Many “avoidable” mistakes were made in budgeting, scheduling, and scope management issues regarding city hall, a water treatment plant, and a works yard, consultants MNP say.

Dozens of ‘observations’ and ‘recommendations’ were made in the 29-page report, which will go to city councillors at a meeting today. Taken together, the report suggests the city failed to exercise the kind of oversight and controls that might be reasonably expected of a municipality spending tens of millions of dollars in public money.
