LANCASTER COUNTY, Pa. (WHTM) -- Charges were filed Monday in a Lancaster County animal cruelty investigation where nine neglected dogs were rescued from filthy conditions, police said in court documents.
Osvaldo Coello-Mendoza, 53, of Lancaster, faces charges that include two felony counts of aggravated cruelty to animals and nine misdemeanor counts of cruelty to animals and neglect of animals, online court records show. He also faces eight additional summary counts of neglect of animals.
Police said that three other residents at the home face neglect of animals charges; however, no criminal dockets appear for either of them as of this writing.

A dead dog was also found in the backyard at the home in the 1000 block of S
