VIRGINIA BEACH, Va. — Virginia Beach residents will have a big decision to make this November about how their city council members are elected, and city leaders want to make sure voters have the facts before heading to the polls.
The referendum, which will appear on the November 4 ballot, asks voters to choose between two systems:
10-1 voting system: The city is divided into 10 districts, and residents of each district elect their own representative. The mayor is elected citywide. This is the system used during the 2022 and 2024 council elections.
Modified 7-3-1 voting system: The city is divided into seven districts, and residents of each district elect one representative. Three additional council members and the mayor are elected citywide.
