INDIANAPOLIS — Shane Steichen ’s decision to start veteran newcomer Daniel Jones over Anthony Richardson has broken the dam on a flood of questions about the Colts ’ inability to develop the quarterback they chose with the No. 4 pick in the 2023 NFL draft.

Indianapolis handed Richardson the job after a brief competition as a rookie, then put him right back into the starting job a year ago, coming off surgery on his throwing arm that had ended his rookie season after just four starts.
