TOWN OF POTSDAM, N.Y. (WWTI) - A 20-year-old Massena man is facing charges after an alleged domestic dispute in the town of Potsdam.

New York State Police arrested Owen Barto for second-degree strangulation and criminal mischief. The charges stem from an alleged incident that occurred on Tuesday, August 26.

Around 11:55 p.m. Tuesday, state troopers responded to a domestic dispute on U.S. Highway 11 in the town of Potsdam. The investigation allegedly found that Barto and the victim were having a verbal argument inside a vehicle.

Barto then allegedly exited the vehicle with the victim's phone and refused to return it. He also allegedly became physical by grabbing the victim by the shoulder and placing his hands around the victim's neck and applying pressure after opening the door.
