PORTLAND Ore. (KPTV) - Newly released court documents allege one victim was pepper-sprayed and put in a chokehold prior to a stabbing in Northwest Portland on Wednesday.
According to a probable cause affidavit, witnesses told Portland Police the suspect, 38-year-old Victor Palmer-Regen, was walking his dog near NW 18th Ave and NW Johnson when he pepper-sprayed and kicked a man while he was on the ground before putting him in a chokehold.
The victim, identified as Glenn Jones, told officers he was helping a friend move a tent when Palmer-Regen randomly started yelling at him before the alleged attack.
Palmer-Regen then reportedly returned with a large kitchen knife after pepper-spraying Jones, cutting his arm then stabbing him in the back.
