DALLAS — State Rep. Richard Hayes, R-District 57, wants to change the definition of a quorum in the Texas Legislature from two-thirds of members present to a simple majority.

The Republican says Texas is one of only four states that still has the two-thirds requirement. Ballotpedia states the other three states are Indiana, Oregon and Tennessee.

“And that is the rule with most every organization, a majority of your members constitutes a quorum,” Rep. Hayes told us on Inside Texas Politics .

House Joint Resolution 10 would put a constitutional amendment before voters this fall, letting them decide.

But in order to put a constitutional amendment on the ballot, it must pass with a two-thirds majority vote in both the House and the Senate.
