An Encinitas councilmember is facing one felony assault charge and two misdemeanor counts, according to the San Diego County District Attorney’s office.

Councilmember Luke Shaffer committed assault by means of force likely to produce great bodily injury and was involved in a hit-and-run against another vehicle, charges filed by the DA's office say.

The complaint also claims Shaffer “willfully made unlawful threats of retaliatory action against members of the public, including threats to deny or obstruct lawful permits or other lawful entitlements.”

NBC 7 reached out to Shaffer for comment and is awaiting a response.
