Alma Saldana Ruiz was born in Edinburg, Texas to Bernardo and Clotilde Saldana. Alma Ruiz was raised in Edinburg, Texas where her father owned a Grocery store. She graduated from Edinburg High School In 1952.

Alma moved to Houston, Texas after her father’s sudden death from a heart attack. Alma was employed as a secretary in the office of Agriculture and Vocational Skills at the Texas Education Agency. Alma met her future husband, David Ruiz, on a blind date in January 1956. They were soon engaged in March and married on July 6, 1956 where they resided in Austin, Texas.
