Hamilton’s public school board lags behind its Catholic counterpart, according to a new report from a Canadian think tank measuring the success of Ontario’s elementary schools.

The 2025 “Signposts of Success” report , released Thursday by the C.D. Howe Institute, accounts for socioeconomic factors when assessing EQAO results from three years, ending in 2023-24, to reveal which schools and boards are excelling.

The report’s author, David R. Johnson, professor emeritus of economics at Wilfrid Laurier University, said the research is a way to determine how individual schools are performing and includes factors such as parental education levels, lone-parent families and recent immigration to assess standardized testing results.
