GARWIN, Iowa -- A Garwin man was arrested after police say neglect caused the death of one dog and others were found without food and shelter.

On August 20, law enforcement was called to a Garwin residence just after 9 p.m. to investigate reports of a dead dog in a kennel, one tied to steps, and one running loose in the yard, according to court documents.

Authorities report that upon arrival a black dog was observed deceased in a locked kennel, court documents state. Authorities also identified a smaller dog loose in the yard and and one tied to the steps.
