The Pennsylvania Supreme Court has ruled that Allegheny County at-large Councilman Mike Embrescia, a Republican, must run for re-election this fall, setting up a race against independent candidate Alex Rose.

Mr. Embrescia had previously appealed to the state’s Commonwealth Court, where a three-judge panel ruled that he had to run for the seat. He and his attorneys have argued that the county charter has stated there must be some minority representation in one of the two at-large seats, and that he should be allowed to serve out the rest of his term, which runs through 2027.

“We respectfully disagree with the Supreme Court’s decision,” Mr. Embrescia said Tuesday. “But this will not impact my work on Allegheny County Council — and my proud service to the citizens of our county.”
