BUFFALO, N.Y. — Nearly a month after Acting Mayor Chris Scanlon urged the city’s comptroller to take out short-term loans for major capital projects, the issue remains unresolved, and frustration among Common Council members is growing.

"If the council or the Mayor present or approve a capital budget in excess of the comptroller's recommended cap... the comptroller then advises the council why he or she thinks it wouldn't be prudent to do so. The comptroller did that, the council took that into advisement, and still believes that the $110 million dollar spending plan is the way to go," said Acting Mayor Scanlon.
